People believed that they should have a say in the government.This is seen in France where peasants started to revolt because they were dissatisfied with the government. They believed that the king was being unfair and charging higher taxes. The ruler, King Louis XVI was seen as a tyrant by many. He was considered to be an absolute monarch and many believed he was abusing his power.
